the Preface:
In
San Diego, as across the country, due to rising malpractice and
low Medi-Cal insurance rates, fewer and fewer obstetricians are
delivering babies of poor women. In 1985, of the more than 220
San Diego obstetricians, only ninety-seven would deliver women
covered by Medi-Cal insurance. In 1987, those doctors have dwindled
to eleven.
